Methodology
Business Insider created this ranking in partnership with the research firm Plant-A Insights, and the process was thorough and multifaceted.

More than 22,000 people were surveyed (about 12,000 hiring managers and 10,000 candidates) and asked to share feedback on the firms they’ve worked with recently.

Ratings focused on factors such as transparency & communication, process efficiency, and overall fit and service quality. Hiring managers were also asked to rate candidate management and cost-effectiveness.

Researchers also reviewed firm reputations, public rankings, and industry visibility.

A media-monitoring screen (via Onclusive) ensured no firms with recent, publicly reported workplace or ethical issues made the list.

After narrowing down the field from over 14,000 firms, the top 750 were selected and rated across three categories: Executive, Professional, and Temporary/Contract Staffing. For greater context, there are nearly 20,000 recruiting agencies that operate in the United States. Making this list puts us in the top 4% of recruiting agencies in 2025.
The result is a data-heavy, credibility-driven list that reflects actual experiences of professionals and employers across the country.
